According to a Reuters report, the Department of Health and Human Services (HHS) has warned State officials in Louisiana and Alabama that terminating Medicaid provider agreements with Planned Parenthood may ILLEGALLY "restrict" beneficiary services.

Incredibly, Reuters reports the federal bureaucracy overseeing ObamaCare is already claiming, "Ending the agreements with Planned Parenthood would limit beneficiaries' access to care and services from qualified providers of their choice."

No Patient Consent Required

Former StemExpress "procurement technician" Holly O'Donnell explains how the disgusting process used by Planned Parenthood to sell aborted babies by the piece as part its "contract" with the "research" tissue provider – a process that doesn't include pre-procedure PATIENT CONSENT, if consent is ever obtained at all – an overt violation of FEDERAL LAW.

O'Donnell explains: "If there was a higher gestation, and the technicians needed it, there were times when they would just take what they wanted. And these mothers don't know. And there's no way they would know."

In some cases, "consent" was obtained while women were still under the influence of medication used during the procedure.

Planned Parenthood Gulf Coast Director of Research, Melissa, Farrell, reveals Planned Parenthood's significant contribution to the "bottom line" of America's #1 abortion provider with the (illegal) sales of aborted fetal tissue – whole cadavers even – broken down into "line items" to hide profit.

"We can work it out in the context of–obviously, the procedure itself is more complicated," Ferrell tells the undercover investigator suggesting that "without having you cover the procedural cost" the more expensive "best specimens" could be explained away as "additional time, cost, administrative burden."

She continues: "If we alter our process, and we are able to obtain intact fetal cadavers, we can make it part of the budget that any dissections are this, and splitting the specimens into different shipments is this. It's all just a matter of line items."

Planned Parenthood of the Rocky Mountain Vice President and Medical Director Dr. Savita Ginde shares with undercover investigators how intact fetal specimens can be obtained "if someone delivers before we get to see them for a procedure" – a potentially born-alive infant under federal law.

When asked if a specimen specific price would be ok, Ginde agrees and later concurs that "a per-item thing works a little better, just because we can see how much we can get out of it." And she explains how to skirt the law makingit illegal to SELL aborted baby body parts: "Putting it under 'research' gives us a little bit of an overhang over the whole thing," Ginde remarks. "If you have someone in a really anti state who's going to be doing this for you, they're probably going to get caught."

As body parts of a recently aborted baby are being identified, a Planned Parenthood medical assistant announces, "Another boy!"

Former StemExpress phlebotomist Holly O'Donnell, who turns out was hired to sort through aborted baby parts at contracting partner Planned Parenthood, reveals how Stem Express owners, "weren't looking for any compassionate individual at all. They were just looking for someone who could get as much money, as many samples" as possible from aborted fetal remains. "They wanted someone who could get the numbers up."

"For whatever we could procure, they would get a certain percentage," she says of Planned Parenthood. "The main nurse was always trying to make sure we got our specimens. No one else really cared, but the main nurse did because she knew that Planned Parenthood was getting compensated."

Planned Parenthood Federation for America's Medical Directors' Council President, Dr. Mary Gatter, revealed her unwillingness to donate aborted baby parts for anything less than the best price… Gatter haggles over payments and details her "less crunchy [illegal] technique" for more intact body parts. By the time lunch is over, Gatter has upped the ante from $75 to $100 per specimen: "Let me just figure out what others are getting, and if this is in the ballpark, then it's fine, if it's still low, then we can bump it up. I want a Lamborghini."

When it comes to obtaining more intact fetuses, Gatter also suggests modifying the abortion procedure to get more intact fetuses calling the federal law forbidding the timing or method of abortion for the purpose of fetal tissue collection "a specious little argument."

Nucatola: "We've been very good at getting heart, lung, liver, because we know that, so I'm not gonna crush that part, I'm gonna basically crush below, I'm gonna crush above, and I'm gonna see if I can get it all intact."

"And with the calvarium, in general, some people will actually try to change the presentation so that it's not vertex," she continues. "So if you do it starting from the breech presentation, there's dilation that happens as the case goes on, and often, the last step, you can evacuate an intact calvarium at the end."

According to Planned Parenthood's own numbers, its contraceptive "family planning" services and adoption referrals declined between 2012 to 2013 while the number of abortions INCREASED – a predictable consequence of the perverse, pro-abortion incentives of ObamaCare!

In 2013, abortions made up 94% of Planned Parenthood's pregnancy services.
For every adoption referral, there were 174 abortions Planned Parenthood performed.
While abortions rose, Planned Parenthood adoption referrals dropped 14% in one year, and prenatal care services dropped 4%.
Planned Parenthood's cancer prevention services are down 17% over one year, and contraceptive services dropped by 4%.
During fiscal year 2013-2014, Planned Parenthood received more than $528 million in taxpayer funding, or more than $1.4 million per day, in the form of government grants, contracts, and Medicaid reimbursements.
Taxpayer funding accounts for 41% of Planned Parenthood's overall revenue.
Planned Parenthood reported more than $127 million in excess revenue, and more than $1.4 billion in net assets.
